Chiaki Mukai
Chiaki Mukai (迎 千秋 Mukai Chiaki) is the captain of the observation ship called the Penguin Manju Go who is assumed command of vessel at Gin Tōdō's request and he previously captained an Antarctic observation team while a member of the SDF.
